Dr Lucas Sempe is a Research Fellow within The Institute for Global Health and Development Division at Queen Margaret University, Edinburgh.

Lucas has a PhD from the School of International Development at the University of East Anglia.  

Previously, he worked in the public service in Peru and El Salvador. He also has research and work experience in other Latin American countries such as Brazil, Argentina, Chile, Colombia, México, and Ecuador.  

He is currently working on the REDRESS project contributing on the areas of health financing and interventions evaluation of NTDs case management in Liberia. 

His research experience and interests are linked to the integration of social policy and health systems in LMICs, results-based budgeting, policy evaluation and evaluation methods. An additional interest is related to the impact of aggregated inequality on people's lives. His recent work has focused on older people and COVID-19 as co-director of a platform linking colleagues across the globe.
