Strategic Human Resources for Health

 

This module reviews the strategic consequences of a global and systemic failure to address human resource issues in health systems and health care organisations. Developing capable, motivated and supported health workers is essential for overcoming bottlenecks in order to achieve national and global health goals. Health service providers are the personification of a system's core values and are the human link that connects health knowledge to health action. The module looks at the framework for the assessment of health system performance through the lens of the workforce, draws down on a wide range of evidence from a range of sources to draw a picture at global, national and local level of what is happening in the workforce, and explores strategies and policies that could be or have been put in place to address the global workforce crisis.

The content includes:

  • the evidence and dimensions of the global HRH crisis
  • creating, interpreting and using profiles of the health workforce
  • developing priorities at national, local or organisational level
  • formulating national health workforce strategies using selected approaches
  • policy analysis techniques and tools
